My understanding is that Adobe is phasing out support for Flash (this hit GNU/Linux users like me quite a while ago), and since so much of Google's platform requires it (until HTML5 becomes more universal), Google just has an agreement with Adobe that Google will take care of Flash support on Google products (this includes Droid phones, Chrome OS, and the Chrome browser - the first two rely on Linux code). Flash support is basically built in now. I might be wrong on the specifics here, but I'm pretty confident that the general gist is correct.
