Hmmm. I think I'm seeing ask vs. guess culture here again. Telling him he _can_ tell you when he wants/needs the light off is not the same as telling him he _should_.
Something that might be worth trying if you haven't: "I can wrap this up pretty quickly at any point. Please let me know when you are ready for lights-out."
