A 'bus pass draft' is one that, should I get hit by a bus and not be able to edit it further, meets all the requirements of completeness and coherence and contains the required elements in the required configuration. It's still got things that I would like to improve or add, but it works well enough without them.
So it passes the test of 'done enough' if circumstances keep me from getting back to it before reveals. There are so many things that could keep a writer from that final polish, so many exchange writers will post the good enough version as soon as they have it and then edit that after they make changes. The stories aren't visible to readers before a specific date and time.
Bus pass versions mean that the moderator won't have to try to find someone to write a replacement story at the very last minute. Most exchanges won't reveal the archive of stories until everyone who wrote a story has a story written for them and posted in the collection.
