As far as I can tell, either sunscreen or bug spray causes rash for her. I don't know which. I'm seriously considering testing it this week with one arm for sunscreen and one arm for bug spray.
Poor kid. A lot of sunscreens are problematic for me, too. I'm more likely to be able to tolerate the lotion types with spf-15 than the single-function sunscreens, but I expect you've experimented with a bunch of stuff already. (When I was a kid, spf-15 was really, really, strong. Do you remember that? I started getting sunburn after 20 minutes, in the middle of a sunny day, and spf-15 was supposed to extend that to 5 hours. I'm not likely to be out more than that.) There are still a lot of times I put on sunscreen, go out, come inside, and go right to the sink to wash off the sunscreen.
I did not stop using training wheels until I was 9. (I'm not sure if that's something Cordelia should know...) In retrospect, I think I was just waiting until I was really good and ready. Plus a safety margin, because I was a timid kid, in some ways. But after I WAS good and ready, I was a happy** and confident* rider for decades.
*Such a confident rider that a remarkable number of accidents failed to shake my confidence. Fortunately, Cordelia is growing up in a stronger culture of safety than I did.
** I was really unhappy about having to stop riding.
