You might try getting in touch with your regional Girl Scout office (google Girl Scouts and your state. That should get you the state website which will have information on the regional office). They would know when and where you could find cookie booths in your area. Most troops do cookie booths, selling cookies at grocery stores and other places. You do need to pay for those with either cash or a check because most Girl Scout organizations don't allow the girls to take credit cards.
