It's not that bad to wash bras in the washing machine, so long as you use cold water, hook them before washing, and put them in one of those little mesh bags. (It is really important to hang them to dry instead of putting them in the dryer, though. The "gentle" setting on the dryer isn't THAT gentle.) Hand-washing matters a lot more if you have structured bras, or if you need for them to last a long time. But that's not really a problem for a girl wearing $12 bras she's likely to outgrow before they wear out.
The habit of washing her clothes is probably more important than the specific habit of hand-washing bras. By the time she's fully independent, she may well have a front-loading washer with an extra gentle cycle that doesn't hurt bras.
