I think calling them bullies gives them too much credit for caring about people. My impression is that they don't view their employees as human beings but rather as useful (or not) tools or as numbers in a flow chart.
(Changing from "Personnel Offices" to "Human Resources Offices" is, to me, symptomatic of this. The newer term de-emphasizes employees as people in favor of referring to them as something exploitable.)
